Safe Mode?

I am trying to reboot my comp in safemode (to fix the smitfraud thing) but when the start menu comes up it goes again. What's happening? I leave the system running but the start menu does not reappear. Smitfraud.exe recommends fixing in safe mode so I dare not attempt it any other way - any advice please?
