Is intentionally and substantially exaggerating a threat the same as lying?

Well Paul we all know that Blaire's lies sanctioned the slaughter of hundreds of thousands of innocent men women and helpless children in Iraq. We all know he is a war criminal. But the only way that this bloody monster is going to be brought to justice is if the British grow a set of , organise a march on Parliament and demand it.... Ain't going to happen. The British are a servile castrated race. They stood aside while their scanky parasite infested parliament gave their country away to a Nazi style super power and refused them a referendum.....they are about to lose the NHS to privatisation....they'll do nothing about that either......Your talking to the living dead.
